Council has no authority to decide whether the interventions during the hearing were excessive or unfair, nor whether they indicated bias on the part of the judge. Such issues are judicial matters as they concern the exercise of judicial discretion. It is the duty of judges to control the proceedings to ensure a fair and efficient disposition of the matter before them.
