20160017 - The complainant alleged bias and bullying stating that he felt under constant attack throughout the hearing. The transcript of the hearing did not support the allegations. In fact, the transcript showed that the judge tried to be helpful in focussing the complainant’s attention on what he needed to prove, but to little avail. The allegations were considered to be manifestly without substance. The complainant also communicated various conjecture and speculation on what might have happened. He was informed that a bare allegation, in and of itself, is not sufficient to warrant consideration. A complaint must provide a valid and rational factual basis that concerns the conduct of a judge before a meaningful review can be done.
