This is the third complaint to the Council, the other two having been dismissed. Allegations of destruction of evidence is based solely on speculation and unsupported inferences. The complaint was declared vexatious because of the highly speculative and unsupported inferences that formed the basis of the complaint, and his previous complaints of the same nature which demonstrated an abuse of process.
