The Council is not a court and it is not for the Court to review the merits of a judicial decision or to determine whether the judge has exercised his judicial discretion appropriately. This role falls to the courts of appeal. The Board does not have the mandate or the power to review a judgment to determine whether there has been an error, and cannot interfere in a judicial proceeding.
