Canadian Judicial Council publishes independent review of financial provisions related to the judicial conduct regime

Ottawa, October 16, 2025 – The Canadian Judicial Council (Council) has published an independent review of financial provisions related to the judicial conduct regime, in keeping with the requirements of Section 147 of the Judges Act.

The Council engaged a firm to perform the independent review, which included an assessment of compliance with the Act, specifically the application of sections 144 to 146, which govern the payment and reimbursement of fees, allowances and expenses.

The review period covered: 

  • June 22, 2023, to December 31, 2023 – from the date the amendments to the Act were passed into law, up to the end of the first calendar year; and,
  • January 1 to December 31, 2024 – marking the first full calendar year of reporting under the new conduct regime.

The review concluded that the financial controls for the application of sections 144–146 of the Act were strong, noting that key controls are appropriately designed and operating in line with best practices. The review also identified opportunities for further improvement.
